It's ultimately raw portrayal in both cases. Shanks set a top admiral home, which sets in place his standing compared to most characters in verse, and Itachi sent Orochimaru home, someone Hiruzen saw as above pretty much any other Konoha Shinobi, except a hypothetical Minato. For reference, Kakashi hasn't even fairly beat even weaker members of the Akatsuki,let alone Orochimaru himself.
