I dont think so. Kakashi didnt know where Obito would phase when he kamuid BM Naruto. Obito phasing means that theres always a kamui spatial coordinate fixed with real world coordinate. Kamui simply transfers you to that Kamui coordinate

It's all part of a single continuous series written by a single author, under a single canon. We can't just consider half of it as irrelevant, that's just silly. Though I don't even think anything in part 2 contradicts my point. Itachi does deal with a top Akatsuki member like Orochimaru, while Kakashi failed to deal with even lower Akatsuki members in part 2. You can even reasonably extent this to Obito, who didn't dare mess with Konoha while Itachi was around. Kakashi was not someone he saw in this light
I'm aware of Kakashi having the possibility to do this, but has he ever successfully accomplished it? If not, why would it be more likely then Tsukiyomi GG, which we know that Itachi has achieved against tough opponents?
When push comes to shove he can and will use Kamui on opponents directly. And given his WA feats he easily washes Itachi KamuiGG

And it 100% is. It retconned hiruzen being the strongest shinobi, to hashirama being god of shinobi. It retconned 8 gates scaled just above hokage to scaled above 5 kage. It went from sharingan = byakugan to sharingan >>>>> byakugan
Kakashi has genjutsu equal to obito by war arc. If you dont think itachi can catch obito in tsukuyomo then neither can he catch kakashi. Kakashi's feats during war arc are js too insane, not only he scales to obito in genjutsu and kamui mastery he also scales to kcm minato in reflexes and thats after handling four V2 jinchuuriki at once. He blows Itachi out of water (edo Itachi more debatable)

Are you under the impression that things aren't retconned within parts themselves, lol? You would have an argument if Shippuden was a sequel series made decades later, with different people involved etc.... but this is all one manga, made by one author at once. The Sasuke retrieval arc came out closer to the Kazekage rescue arc then either of those arcs are to the start/ending of their parts respectively. You can't say a statement is invalid unless something else genuinely contradicts/retcons it. For example with Hashirama, we have statements from Kabuto saying that his strength was considered a myth, or Dan saying only Hashirama can fight Madara etc.
And what are you even arguing has been retconned about this statement? At what point is Kakashi considered strong enough to singlehandedly deal with any major threats/enemies of Konoha in Shippuden? He doesn't even deal with the likes of Kakazu by himself.
