Loki is an unreliable narrator. Killing ROcks wasn't something Roger and Garp were involved in, let's be real. "yeah the guy who I look up to was akshuily killed by the pirate king and hero of the Marines the entire time, after being turned into a demon!"

No wonder Loki is a trickster god, let's just hope we get some official government sources debunking this conspiracy theory, and confirming that Garling canonically did all the work
