Well, Orochi proved to be very good at geopolitics; he knew the government's next move, he knew about Doffy, he had the government crying and begging in his hands.
He had access to Kaidou, who practically knew everything about the world, and in One Piece the main sources of information are the newspapers. It’s not like the people who said Whitebeard was the strongest were actually following him around in every fight.
But we’re not debating the truthfulness or whether Orochi is right — we’re debating the amount of hype this gives Kaidou. I mean, this came from Oda; imagine Oda writing something like that.
It’s like saying the four Yonko together wouldn’t defeat, I don’t know, the Marines just because they have Akainu backing them. The goal was one thing: to hype Kaidou. And that statement is just absurdly hype.
