No he's not a pussy but he's stupid and naive, his plan is doomed to fail, just like Xebec's.
Without Luffy/Nika's intervention Elbaf would've fallen under WG control one way or another. We were shown the WG doesn't care about Harald's peace plans, they want the giants for their military. An Elbaf under slave king Harald would've been turned into a country of WG soldier slaves.

At long last Xebec is dead and Harald ripped his horns off.

Sadly there are still some details missing before entering the juicy part of the flashback: Shanks and Harald encounter in Marijoa, Harald's attack against WCI (which is the source of Goldberg homie shield, Nash) and, above all, Loki x Lola. Loki should also meet Mosa at some point, I'm not sure they met after the chaining.

Saul arrival and Gaban first encounter with Ripley are also minor events that will probably have some panel time, they are not worthy more than a page each though. Hopefully everything won't take more than two chapters, the pace is already awful as it is
