Kaido just randomly said “I’m going to start a crew where brutality is law!” with no prior build up after getting stabbed in the nose, and Kaido fans are acting like this flashback saved his character because there was one goofy panel of him eating a devil fruit

Where's Kaido's character development?
Who cares? His development is there, as are all his combat feats. Kaido will be envied until the end of the manga for that.
While characters like RunRayleigh and Laban, Shiki and all the others don't even have feats or a complete fight, Kaido had the longest saga in the entire manga revolving around him. The boss of a 165-chapter saga fell like a boss.
Even today, there are Oda fans complaining: "But why did Oda waste time with panels for the Red Scabbards, since their favorite character doesn't have anything?"
