I’d hardly say Saint Shanks wearing an eyepatch for 13 seconds in story before never putting it back on makes him the “eyepatch pirate”

The seals giving different powers could be Oda’s way of retroactively nerfing the Holy Knights
Something tells me the lowest level members will fight the Rev commanders while the Strawhats face the tougher ones/the Admiral candidates in the Final War

This Chapter basically reveals that WG made a Special Secret Deal with OG Warlords,
Future Recruits were just Great Extra,
Law asked to Join Warlords
Blackbeard asked to Join Warlords
Doflamingo blackmailed them
Jinbe needed it to Protect his Island/Race
Hancock probably same
Kuma made a Deal for Pacifista Program
... etc
Most were either for Political Reasons, doing Business or to fill a Spot so that Public doesn't stop fearing them (Most asked to Join themselves),
But seeing Situation of Xebec, Harald, Saint Shanks, Loki, Gunko ... etc it's obvious that Warlord System was Created for some Hidden Agenda,
Who are OG Members? So far only ones who fit are Mihawk, Crocodile & Moria,
Moria's Assassination Attempt + Everything We were teased about Mihawk & Crocodile, clearly indicate that They were Recruited by WG under different Conditions than anyone else, and Cross Guild is Created to represent such Agenda,
Fujitora might be only Marine Currently who knows about this Secret Deal.
