Shiki getting a wallet-sized pic under WB, BM and Kaido's Lenin sized panels means he was as important as them (and his equal Tongue Johnson).

Well the ones on top get to become yonkos, Shiki is a character that is like canon and uncanon at the same time. He is in a weird position, I guess Oda can't (or does not want) do it a lot of things with him. At least he got a panel as presumably a top tier pirate in that era.

Well, based on what we saw of Kaido and Big Mom in GV and based on this chapter, they are, along with whitebeard, the most important members of the Rocks crew and the founder of the Yonko System, so these people are clearly above the rest of the other pirates.
