Wouldn't bloodlusted Enel make him more susceptible to a blitz and one shot? He has to be extremely slimey and calm to run away 500 meters and spam el thors from a range, which tbh will be easily dodged by Vergo lvl mobility anyway.
I honestly think in his class Vergo is the worst possible opponent for Enel. Durable, soru, geppou, hits like a truck. Vergo was created by Oda to quite literally humble characters like Enel. He was created to show the lvl of the New World where you can't get by without raw elite stats and haki. Enel is a Vergo victim.
Someone like Cracker has more flaws as a fighter that Enel could take advantage of, piss poor endurance, lack of flight. Oda made Vergo an all rounder with no weaknesses to introduce the power of haki in the right hands.

And Enels bounty is nice, but we also know he´s an insane psycho who kills large groups of people for the lolz, including using his maxim to help him do the only island feat in the whole manga. And please don´t try coping with Crocodile, who is actually a new world pirate now, while Enel spent his whole life bullying literal fodder, lol.
