I dont think Garling got the 3rd level until he was promoted to Gorosei tbh. Both him and Sommers look like they aged to 70ish from their previous appearance in GV.
Imo:
- Shallow: Nothing special, just commitment and a tattoo. These are Blades of God
- Deep: Can make abyss portals and have healing (which is what is confused with Immortality here). These are Knights of God.
- Sea Floor: The above plus Demon powers + true Immortality (you do not age). These are the Gorosei
Gunko is just different. She has some other pact with Imu, be it the 3rd like the Gorosei or something else.
Now, it is possible Sea Floor is given to God Knights. The only reason I say this is because Shamrock's sword has the power of Cerberus and it seems, like the other 5 Gorosei, it is not described as a devil fruit as of yet. This is why I say Gunko is different because though she seems to have true Immortality, she has a non-demon fruit/power too.

If Elbaph wants to peacefully coexist with humans, then integrating with the World Government is literally the only way to do that. Before this point the giants were constantly fighting with and attacking humans, so joining the WG is the only option that makes any sense at all if they want to have peace with the humans. Difference is Bleach has interesting side characters that never acts as Ichigo's cheerleaders: Mayuri and Kyoraku for example.

Harald was already partaking in diplomatic relationships with other nations before Xebec's death. Him turning to the WG was not the best route, but even choosing to go with it, to then immediately assemble the army he was so adamantly against is simply brainless.
