My opinion is that the pacts are basically what control immortality as well as teleportation through the summoning circles, telepathy with each other, etc. but Imu can revoke everything like he did with Saturn.

Cerberus is just a sword with a devil fruit, it’s not related to Imu.

Roger was never equal to Xebec, Roger was equal to his seven rivals who were all weaker than Xebec.

The hierarchy is Roger ~ the seven Rivals < Xebec ~ Harald < Holy Knight Harald < Gorosei < Admirals

Dude he was equal to Xebec, once he got upgraded to a demon he got a boost and was Demon Xebec= Roger and Garp

Cerberus being linked to hell (Tartarus) in irl mythology is irrelevant to OP. In OP Cerberus is just a mythical Zoan that the CDs implanted into a blade. The CDs are so rich they probably have a ton of special weaponry like Cerberus and Gryphon. (Yes, Saint Shanks absolutely has a mythical Zoan sword like Shamrock).
