It‘s probably a requirement for any further contracts. As in, you can’t just go to second stage from the start and it’s a form of mutual consent. Only issue with this is how he could just control Xebec and the others without a contract. So DR is likely a different technique. I feel like it could very well be like AoT with the subjects of Ymir and that every person born into the world is already bound by some form of contract due to the Red Line being a Magic Circle surrounding the whole world. Which is why Lunarians were so special as they came from the Moon (Luna) and hunted down since he couldn’t control them. So the Seraphim might be important in the future…and they’re also named after angels which are opposed to the devils.
