Both Kaido and Shanks can use CoC for instance but Shanks is clearly potrayed as superior in that even though both can use ACoC so whatever Gaban thought them could potentially be tied to that as Luffy has to catch up to Shanks in that aspect.

How would you translate this? To me it's clear Gaban is reminding him of something they talked off-screen about the right way to use COC against them. If it is just "more haki" it gotta be the most boring outcome ever.

I know Its Sommers, since he always got cooked but that could also be a possibility since we only see the last three remaining or the Top 3 Holy Knight at GV which is Gargling, Sommers and Maffey.

Oda referenced Roger and WB's sky split when Luffy and Kaido split the sky.

Either Luffy never used ACOC against gorosei thanks to CIS or it's going to be amount of haki you need to use to counter regen. So you need to put more haki in an attack which is risky in a fight.

They were likely the strongest HK of their respective gens or strongest allies of Imu

so already solid YC1/low top tier minimum

we only know more or less about Garling. Garling was indeed strong even without Imu buffs and Shanks/Shamrock were compared to him.

So Garling in prime without buff should be a top tier already. Not the strongest one (Shanks > Garling no buff) but still strong.

There's absolutely nothing that put Garling above other Gorosei in portrayal. If any they talked to him as if he was their inferior. He won't even fight Luffy or Zoro, what does he need to be strong for?

I'm of the same mind tbh. Loki's dialgoue with Gaban also fits with that.

The TL is:

There are many ways to translate it but Gaban is basically emphasizing the application of it and telling him to always keep it in mind.
Whether Gaban is putting emphasis on the core utilization of it or a specific way to utilize it is unclear but there is emphasis on application.

All of that said, this is Oda we are talking about lol, the man is a legend at underdelivering.
