I will say, this chapter is pretty explicit confirmation imo that the Admirals will rebel and defeat the Gorosei.

If Oda is establishing that the Gorosei cannot disobey Imu's orders, then that sets up the perfect Admiral foil.

The Gorosei are actual slaves who cannot disobey Imu’s orders, while the Admirals can disobey Imu if they choose to.

This sets up the EOS where the Marines will realize that choosing to disobey Imu and rebel from the WG is the right decision.

The Gorosei are perfect dark foils to the Admirals, top warriors of the WG who cannot disobey and are Imu slaves vs top warriors of the WG who have to realize that they can disobey and that disobeying is the correct choice.

Admirals vs Gorosei is looking more likely than ever at this point.

He also says the WG was blocking his attempts to join with his neighbors this chapter. Ida even shows him all that the humans had to offer, the new clothing style, architecture, spices, and how much richer his land could be working with them instead of against him. This was when he outwardly declared his dream of having Elbaf work alongside the rest of the world

1154 were told directly that the WG and most the world still treats Elbaf as a threat because of their ancient crimes and that Harald tried to directly diplomatically work with the WG but they refused to hear him out.

1155 were told again Harald tried to work with the WG but it wasn’t working out.

Again this isn’t connected dots. Oda was quite clear the whole time
 
We already knew Imu boost people but it's not like the HK won't have there own training shit .
The get haki , DF and Imu power lol .
Still at end of the day Haki rule all so most HK could never be a match up to the 00.01% of the OP world .
Beside maybe 1 or 2 of them at most or things would just be out of wack .
Why would Imu give his special limited contracts to jobbers if there were so many strong people avaible?

Yonko are better than Holy Knights and have more freedom. Yonkos can have everything like Celestial Dragons: slaves, wives, and wealth. The only thing Celestial Dragons don't have is their own territory.
