Mosa is a very interesting character. After... way too much baseless speculation, I stopped making theories, and started asking questions:
-Why would Mosa hide their appearance from Loki?
-Who on Elbaph would Mosa be threatened by?



Loki's character has focused on misdirection. We are told Loki killed Harald, when it was Imu who caused that. We are told Loki is a liar, when we have only seen him be honest. We're told Loki is treacherous, when he is incredibly loyal. So?

I think Mosa must be a trick. If Mosa was on Loki's side, why not come see them, or at least reveal their identity? I thought Mosa was Jarul for a bit, but, two things don't make sense:
-Who would have threatened Jarul on Elbaph? The Elders/Chieftans? It's possible, but... Jarul? He's a Hero of Elbaph, and effectively the King of the Country right now. I don't think the Elders/Chieftans we know of would have that political power.
-Why would Jarul conceal his identity, if he wanted to keep Loki company? We've seen that it is not a crime to go visit Loki. Shanks did, after all, and he's an outsider. Gerd's comments make me believe she talks to Loki from time to time, as well. Loki seems to be well fed/decently informed. So, why would Mosa hide their identity, if they were a Giant Loki knows?

This indicates that Mosa is someone sucking up to Loki, to gain something from them.

And Rocks is the one, who tells us what that something is:



Oda included this page for a reason: now that Harald is gone, who is going to lead the Galleila Shipwrights? If Xebec was accurate, the Galleila Shipwrights sound LIKE LOKI: crazy destroyers. Pluton is what? The Battleship that can destroy islands in a single shot. That sounds like a Warland invention.

If the Galleila Shipwrights are loyal to the King of Elbaph, or the Royals from Elbaph, then, Loki would be the one to command them.

THIS is who Mosa is: an individual, who knows of Loki, and has an interest in the Ancient Weapon Pluton, and the Galleila Shipwrights who built it, and can maintain/repair/activate it. If Pluton is super Advanced Ancient Tech, Xebec, who was kind of a country bumpkin raised by farmers on God Valley, wouldn't know how to fucking operate it. Rocks needed the OGs, and, for that, he needed Harald to order them to help him.

So, who Inherited Xebec's Will, to gain the Galleila Shipwrights, and form an Alliance to control them? Shiki.



"Perfect Plan", you say, Shiki? The other Rocks Pirates gave up on Xebec's Dreams after God Valley. But, not Shiki. Shiki played the long game.

If Shiki was going to explore Void Century/Ancient Kingdom technology, where is the place best to do it? Shiki Floats. The one place in Elbaph we haven't touched... is Heaven World. The highest place in Elbaph.

After Harald's death, there was an 8-year-gap where Elbaph must have been fairly lawless. The Giants refused to make Loki King after Loki killed Harald and ate the Forbidden Fruit of Elbaph, but, we also know they couldn't control him whatsoever, they needed Shanks to put him down and chain him up. Shanks defeated Loki, and became a Yonkou 6 years ago.

In those 8 years... Shiki made his move, into Heaven World. It's entirely possible Shiki offered riches/outside info to whatever remnants exist in Heaven World. If I'm wrong, and Heaven World died out years ago, then that would likely mean, if this theory is correct, that Shiki and his Crew are living up there. I've stated before I believe Shanks' sword, Gryphon, has eaten a Mythical Zoan, like Cerberus with Shamrock, and this Gryphon can detach from Shanks' sword, and carry his ship in his talons to fly him around. This is how Shanks reached Marineford so quickly after stopping Kaido; his Mythical Zoan Gryphon can carry the Red Force in the sky, allowing Shanks to also reach Heaven World.

The people who threatened "Mosa", were the Red Hair Pirates, and Shanks himself. Insert flying rat jokes here.



So, Mosa calling Loki to tell him goodbye, would more or less be Shiki going "oops, the WG is invading... time to cut my losses and run, for now." Worst case scenario, Shiki can rely on his true protege... Teach.

While Shiki was only able to make a move on Elbaph after Harald died, Shiki's big plan goes beyond Loki. Loki's a small part of it.

Shiki is the one, who corrupted Teach, and pulled him off the path Eris/Xebec wished for him.

Shiki tried to recruit GOL D. ROGER, Shiki is an insane person, and an insane serial recruiter. Shiki never gave up on Galleila, but, he realized, first, he needed to rebuild after Edd War. That's when he met Teach, and told him of his plan: to gain the two Fruits Rocks desired, the Devil Fruit in Elbaph Harald was meant to eat, and the one Fruit that can use the same powers Imu possesses via the Abyss: the Yami Yami no Mi, to connect to Davy Jones' Locker.

Shiki gave up on the Rocks Pirates, because Shiki knew that Crew wouldn't last. They couldn't get along WITH Xebec, and, Shiki wanted to rule. After Roger's success, though, Shiki realized he needed to change plans, and began his 20 year plan.

Chapter 0 is canon, and Shiki's gotten a lot of love in Loki's flashback. Shiki is also the first individual to escape Impel Down, doing so 22 years ago.

If Shiki's 20 Year Plan exists outside of Strong World... then it should be coming about right now. When Teach happens to have access to Pluton, thanks to Kaido's defeat, and Caribou's arrival on Hachinosu. Right when we're introduced to the Galleila Pirates Shiki knows of, whom Xebec wanted... for One Big Score.



The One Big Score Xebec and the Rocks Pirates sought is the same Weapon Shiki wanted to claim with Roger: Pluton.

But why would Shiki wait 20 Years? Why that specific time frame? Where else have we see that time frame, associated with an Ancient Weapon?

Toki in Wano:



Isn't that interesting! Shiki's plots, line up exactly with Toki's prophecy regarding Kaido's defeat. What did Oden and Toki wish for? The Opening of Wano's Borders... with requires Pluton's Activation, which will destroy the rocky walls of the country, opening it up, literally.

And, we have much reason to believe that Shiki is from Wano:

Next is Shiki the “Gokudo”, known in the future as the “Golden Lion” (kinjishi, 金獅子). The epithet “Gokudo” (極道) is a very complex Japanese term, as breaking it down it means “the extreme path”, but it generally carries a meaning of “pure evil”, or a “wicked soul”, so you could translate it as something like “Shiki the evil”, or “Shiki the wicked”. However, there’s more nuance to it, as the term “gokudo” is fundamentally a synonym for the underworld, or organized crime, particularly used as an alternate word to refer to the yakuza in Japan, the organized crime families. And this is fitting as Shiki does carry a Wanoesque attire, and we’ve seen him behaving like a yakuza boss before, particularly during his ceremony in Strong World where he exchanged sakazuki, or sake cups, with his underlings to welcome them into the family, a tradition that is particularly common in yakuza families. Shiki of course would go on to become a legendary historical figure, becoming one of the most prominent figures of the Era of Roger alongside Whitebeard.

Shiki being "evil Yakuza" from Wano, who had to flee the country because his family was evil and served the Kurozumi Clan, fits Shiki's scheming, wicked character to a T. The Kurozumi Murder Plot just screams "shit Shiki would do".

Shiki can FLOAT, BTW: the Borders of Wano mean nothing to him. And, if Shiki did enter the country, unless Kaido personally shows up to kill him, Shiki can easily handle any other Beast Pirate.

If Shiki is from Wano, Shiki, and has visited it since Kaido's takeover, Shiki:
-Has been plotting to kill Kaido for a long time
-Is aware of Toki's Prophecy from 20 years ago
-Likely knows of other prophecies regarding Pluton/the Borders

If Shiki's family was Yakuza associated with the Kurozumi Clan (and since we don't know Shiki's name, it very well could be "Kurozumi Shiki"), it's likely his family knew of Pluton, since, like the Kozuki, the Kurozumi are an Ancient Wano Clan.

The amount of narrative coincidences are too many to overlook, IMO.

If Galleila did create Pluton, and Xebec sought them, that means Teach will be, as well. And, where do we see Kuzan make his first stop as a Blackbeard Pirate? In Punk Hazard... where the Galleila Giants are frozen:

This means Teach's big plan... and Shiki's big plan... are one and the same. They haven't been making moves just for the One Piece.

Their goal IS PLUTON, and has been for a long time. I'm not sure when Shiki/Teach met, but, this is when Teach began to dream beyond the Whitebeard Pirates. For a while, Teach dreamed of Newgate becoming King... but, like Harald, Newgate refused to play ball.

Finally... true tragedy struck. Cancer.

Teach's Dream of Whitebeard crushing the World Government was on the ropes... Pops was dying, no matter what Teach did. So... Teach determined, he would make sure, he Inherited Whitebeard's power.

Bege in Totto Land, trying to assassinate Big Mom. Apoo in Wano, asking Drake to help him kill Kaido. Both plants of Shiki's, that he lifted into his empire:



Teach and Shiki haven't been collecting Devil Fruits/power.

They've been eliminating their competition. The moment Linlin leaves Totto Land, Teach invades it for Poneglyphs.

Shanks even commented on Teach's likeliness to invade Wano after Kaido's demise.



Why didn't Teach invade? Because Teach has been waiting, for the perfect moment, to do so.

Thanks to Shiki's knowledge of Wano's prophecies and Pluton, Teach knows when the borders come down, Pluton will activate. Teach also knows that Pluton requires Galleila, and will free them, soon... but needs Loki to do so.

Hence Shiki as Mosa, playing the long game, and building trust with Loki, only to free him/help him when Teach gives him the green light.

However, we know from Imu, that the Ancient Weapons require something else to function: Mother Flame.



And the one who can produce it, is York, in Marijoa... who is now under the control of Garling, the man who murdered Teach's Father, Rocks D. Xebec.

And we know from Imu...



That the Holy Land is currently under attack. Teach has used the Yami and Abyss to invade Marijoa, and will steal York, and gain access to the Mother Flame.

Then, there will be one item left, for Shiki and Teach, to make their 20 year plan come true.

The Royal of Elbaph, the natural born Destroyer, who can command the Galleila Giants, and give his mentor, Rocks D. Xebec's son, the World's Worst Battleship, Pluton.

LOKI
While Shiki is just some dude Loki met as a kid, Teach? Teach is what Loki craves: someone who understands Rocks' Will, and wishes to enact it. Loki doesn't need to fit on the Sunny: he can have his own Titanic Ship, built from Adams Wood. Maybe even Pluton, itself.

Loki WOULD ally with Xebec's son, if they shared the same aims.

Mosa will reveal themselves as Shiki, and offer Loki the deal of a lifetime: join the Crew of Xebec's son, and destroy the World Government, who made Loki slay his own father.

Lok is the key to Teach and Shiki getting Pluton.

The man who will destroy the world.
