I was thinking steampunk type
Lots of people dressed like this, lots of machinery but it's less like egghead and more like big trains everywhere like maybe the first sea train, giant clocks and just lots of machinery while egghead is just future, still technologically advanced but not as modern advanced

oda has been going with old anime references (gunko is partially inspired by an Anpanman character, look it up it’s uncanny) so I’m guessing a utopian city like something from Astroboy/Mighty Atom. Not like Neo tokyo from akira, more greenery and less packed in like sardines. Resource scarcity was solved, but like vegapunk they flew too close to the sun and that same tech became their downfall because of human greed and fear and hate.

From what I hear, it sounds like you are suspecting they are Star Trek level or something. There's a lot of Star Trek-ish communism ideals involved.
Personally, I'm hoping some irl ancient weapon tech will be explored like Archimedes heat ray or like the Sun Disc in many ancient cultures. I think they also mastered Lineage Factor stuff.
