This is just the natural result of making a character that has done barely anything in 20 years besides stalemating and postponing a fight with a random commander. Of course many casuals will think he's a fraud.
I think Oda's trying to be cautious with Mihawk. He can't use just anyone as his hypetool in both ways, for example him just dunking on Vista would have been nice but not that great in the grand scheme of things
And something like him beating Issho would be great but has to be handled with care. It has to be written well and not just be a way of him having a hypetool
Not sure if this'll make sense

Shanks is more boring for the most part.
Aside from the fact he's a far more charismatic character and likeable personality and has far more plotlines/mysteries surrounding him, he also is far more popular and your average OP fan is 10x more hyped to see Shanks while they've mostly forgotten about Mihawk. When they see Shanks, they go crazy. When they see Mihawk, they go "oh yeah this strong cool dude exists" and forget him by tomorrow.

We've seen him use multiple characters as hypetools while not caring how it's written, i.e Xebec slamming Garling and Shanks slamming Kidd, which is why I said that he is, hopefully, trying to be careful with how he writes Mihawk and his opponents.
You know this so I don't know why you even bothered saying this. I guess thinking just isn't a top priority for some people.
