The original lineup was essentially Roger, Whitebeard, Kaido, and Big Mom, with Shanks only entering the picture at the very tail end of the OGs’ prime years.

For decades, the yonkos ruled the seas in a deadlock, all competing with and checking one another. That long-term balance of power is an established statement of their level, they are the 4 strongest pirates out of that era.

Everyone brings up that one offhand line where Rayleigh is mentioned in the same breath as Whitebeard, but people tend to ignore how many times Big Mom and Kaido are directly portrayed as Whitebeard’s true peers. Probably because it’s stated so often, and so plainly, that it just gets taken for granted or lose impact lol.

I guess it's because Rayleigh is on his own, while for the yonko there always a notion of "territories" and "crew" going on. When Garp put Rayleigh on the same breath as WB, we know it's purely a matter of strenght as Old Ray is just a bum that stopped being active decades ago lol.
I don't put the old legends on pedestal either as I mysef said that they get good moments in the present BECAUSE they're old so I don't think prime Rayleigh should have the benefit of the doubt against any prime yonko, but his portrayal is good enough than him being on the same tier is the most reasonable option.

I honestly don't think it's a very hot take for Prime Ray to beat Big Mom honestly
I have him equal to Shanks, too
