It's a two-headed wish granting elephant that has guns for tusks and you can fix the world with it by flying everywhere to shoot things and turns them into dreams or kills them, so basically it shot everything in the world and turned it into a dream and then it created a devil fruit tree.

The reason Roger laughed was because he thought the elephant was silly 😜 but it was sleeping for more years that's why he can't use it because it's not ready to wake up (awaken)
Probably Willie Galon helped make it basically it is a wishing machine and a terraforming device all at the same time it's also psychic and can read people's minds that's why it can turn anything people think of to reality however it's not the elephant that actually grants the wishes but magic orbs called Elephant Balls
So it's like Dragon Ball except you have unlimited wishes before it goes to sleep 😴 💤
