Understanding who holds the power and who oppressed who is not arbitrary. It's clear and documented. Especially in the case of colonialism.
It’s arbitrary because power can change with the course of time.

Some hundreds of years ago the land was majority Arab-Muslim and the Jews coming to the region didn’t have the favor of the west but were instead expelled by the Spanish Inquisition.
This whole language of who is and isn’t a settler is tbh just a form of Palestinian ethnonationalism. And I mean they certainly have the right to fight for their own rights, but it’s tbh no different from Zionism.
Like I’ve seen white nationalists literally use this exact same language to talk about immigrants in the US.
“H1-B Indians are occupying high paying jobs and houses that should belong to Americans”
Hence I think this type of rhetoric is meaningless
