Who has Roger beaten exactly ? Squardo ? Or maybe you meant in the race to PK (Usopp style) ?

Most of Roger's Sword wielding fighting style is Blunt damage, so he's not a Swordsman..

Just like you can call yourself a Swordsman and be a Swordsman while most of your fighting style is not Swordsmanship..
You can also wield a Sword as your main fighting style and not be a Swordsman..

Is this Swordsmanship?..

This is a lie. Roger has two named attacks, one of which is a cutting attack
Zero cutting attack..

No, that's another example demonstrating that Swordsmanship in One Piece isn't straightforward..

swordsman in one piece arent defined by their cutting/slashing techniques....
They are.. That's the core principle of Swordsmanship.. Or should i say Bladesmanship..
