According to you:
1. They Updated those Trio's Bounties twice in a single day
2. They gave Mihawk a Higher Bounty than Buggy despite the Bounties being issued "After" Buggy was declared as Mihawk's Leader
3. Crocodile's Bounty was either only slightly increased because of Cross Guild, which means Mihawk's Bounty was also only slightly increased
4. Or it was greatly increased, which means Crocodile's Previous Bounty wasn't comparable to Warlords despite Brannew explaining why Crocodile is individually a Huge Threat (Thanks to his DF & Intellect/Ressources)

This Massive Organization wouldn't exist & be considered Big if these Founders weren't already Massive themselves,
Also "What Bounties are we issuing" doesn't necessarily mean "Present or Future", it could simply mean continuous present, like if you ask Oda "What Manga are you writing?", it doesn't mean He started now, it's just that He is still doing it, it's an ongoing action,
So that phrase could also mean: "What bounties have we issued for those trio that are still in effect?"
Brannew also had a meeting about Kaidou & Big Mom's Alliance, but did He gave them New Bounties?
They literally created an Army that is Twice as Powerful as One Yonko, yet Brannew simply used their Bounties to explain how Powerful it is, not use such Alliance to justify giving them New Bounties,
Brannew saying Buggy tamed those Two is a testament to his Threat, not an Upscale,
Because saying that Buggy received a Bounty Boost for recruiting those Two means before that, WG didn't think He wd be capable of doing so, then why the hell were They comparing him to Shanks?
Bounty Increase = You've done something that proves your Threat is Higher than previously thought,
If you keep doing things expected from someone of your caliber, you won't receive a Bounty Increase, you are simply further confirming it,
