Gaban couldn’t beat or damage Harald because his CoC was probably stronger. I think Luffy used CoC but couldn’t permanently damage the Gorosei because of their CoC
Otherwise the whole Egghead arc wouldn’t make sense

I think characters like Loki, Luffy etc. are easily able to damage HK's but only characters like current Shanks can damage the Gorosei
Joy Boy is the only one who can damage Imu

That was also my guess, had a debate with friends about it.
Either Luffy didn´t used adcoc in egghead or he simple couldn´t overcome the CoC guard of the Gorosei.

HK = Regeneration + Transportation + Strength boost
Gorosei = Regeneration + True Immortal + Transportation + Strength boost + Yokai Power + CoC(Imu power boost)

None of the legends could hurt Saturn body, they all attacked with CoC.
Most likely because he had Imu CoC guard, a reason why no one could damaged him.

And we know Imu is linked to all Gorosei, a reason why Imu was screaming from Joyboy haki too...
Simply to beat the Gorosei, you need the maximum CoC power or you fail to do it.

To said, the fact Gaban and Shanks couldn´t do much to Harald, but Loki did, tells me that there is more to Loki devilfruit power. There is a reason why Xebec wanted Harald to eat that df.

Maybe it has soul damaging power, can attack and bypass Imu regen power with the soul manipulation.
If we look at it, Loki devilfruit could be a combo of both Kaido+Big Mom devilfruit powers, which would make it truly legendary.

No matter where you scale Harald, the fact remains that base Loki alone is already around that level, AND he also has a sentient weapon that’s on the same tier. That alone should tell you that Loki is practically unbeatable in a one-on-one lol.
