1) Shanks is a Conqueror Specialist and gained power and influence as an Emperor of the Sea

2) Mihawk is an Armament Specialist and gained renown and prestige as World's Greatest Swordsman.

The distinction between the two is simple, Conqueror Specialist abilities can be channeled through weapons in general, but they aren't Armament Specialist abilities.

Black Blades, in general, are likely based in Armament Haki mastery, so it wouldn't even make sense for a Conqueror Specialist to "forge" one.

What is wrong with thinking Shanks has a high mastery of Conqueror's Haki while Mihawk has a high mastery of Armament Haki?

Mihawk may even be capable of using Conqueror Coating, but his use of it has a lower ceiling because he's not a Conqueror Specialist.

Their level of abilities is probably so high in each of their specialties, and they even cross over a bit into each other's, that the difference between them is nebulous. The fight could go either way.
