yeah where do you think he got tha ambition and goal from?
do you think Rocks just wanted to infiltrate Marijoa just cause, then take 5 kings hostage and confront Imu directly by going to the flower capitol?
being king of the world was in direct correlation to taking down Imu: official translations "theres no authority in the world that last forever"

lol this was also stated in the manga by rayleigh that the VoaT guided Roger and they knew nothing until the found the one piece and found out that they were too early.... his motivations and such were different but they were not to take down imu or even rule he didnt even want to be called king of pirates nor gold....

Roger and Rocks obviously have propaganda around them, but the fact remains that they're pretty openly violent and willing to kill people(which Oda doesn't like drawing the strawhats doing, but in theory they've done it a bit). They were pretty willing to associate with some horrible people of that era who killed thousands, like Kaido and Big Mom, and it's implied pretty strongly they left enough destruction around for the ordinary people to hate them. Shanks is the version of them that doesn't really kill people for fun, and is more traditionally good coded. The world of OP doesn't even really view him in a negative light for it.
You can't be king of the world without dominating it. They are one and the same.
