It’s prob just Davy,we know almost nothing about him and everything that’s been revealed about him has been pretty insane,him being the man with the burn scar would clue us into more void century lore and Blackbeard lore aswell as Oda finally drawing the pirate with the eyepatch.

I think his idea is that the hypothetical Sea Sea fruit might be a special logia/paramythia like BB's which does not obey normal rules.

Or, more likely, he is suggesting that the sea contains a separate type of DFs that operate under reverse rules where the user is weak to land rather than the sea. And that Davy may have consumed such a fruit.
