Because Rocks had a full fight; for Harald we had very little in comparison. Also, oda already showed his haki against Xebec.

He decided to show it only with Loki because end of the day he was the focus.

We’ll probably find out more when Loki meets Gunkimu. Gabans conversation with him and the others where Loki says “I’ve experienced it myself” will likely explain what’s going on here

The best part is that 5seconds later, a mountain bandit was able to throw a smoke bomb, pick up Luffy, embark on a small boat and get far enough from the whole crew that they couldn't see him anymore
