Yes he said target using CoC but if he want to say it was the same way as DR rocks he could have said or show it that is my whole point .
Oda did not have a repeat of the same thing just few chapters later because harald had regen and even fodder was hurting him .
I think they way how he was using CoC was to heal faster like the elders which would make things differnt from DR rocks who was not even taking attack damage .

The last point is Imu not expecting harald to died .
Yes we can use to power scale in a way but Imu being wrong mean for all we know prime WB could done it .
The whole point was Imu did not expect him to died and he was wrong .
