For all we know, Ray’s CoC is only capable of knocking out 100k fishmen, and Shanks could’ve knocked out 200k fishmen if there were that many, but obviously he could only knock out a max of 100k fishmen since there were no more than that present

Loki’s scaling is in a really weird spot because a similar argument could be made for guys like Kaido and Shanks

The Gorosei are legitimately wary of Kaido (as we see with their reaction to Luffy’s “death”) and it’s been stated that if Shanks went wild he would be too much for the Gorosei to handle

So hypothetically speaking multiple Yonko also pose a serious threat to the core of the WG

But then Loki’s being hyped for something that even Roger seemingly couldn’t accomplish
