I don't disagree that it's probably a dumb plot point but, Imu did not send the Holy Knights to fight Loki at any point in the story. That's just a fact. Shamrock and Gunko were only trying to use force to convince Loki to let them release him.

Shamrock and Gunko did not know where loki was or he was tie up .
So it could have come down to fight if loki was free.
The whole Imu did not want HK to face loki did not seem to matter any more but i guess shamrock is him.
So Imu though there would be no issues either way .

Well the "fight" was a complete joke, but he stopped after seeing G5, that satisfied his curiosity.

Bro, you do realize the government doesn't actually know anything about Loki? It's not like they have some interview of him or something. They probably just assumed he would join because they think everyone wants to be a celestial dragon or something, and his dad was a Knight of God. Gunko and Shamrock were shocked when he rejected him,and then tried using his animal friends as hostages etc. No one was sent to kill Loki, they were so amazed with his strength, the WG wanted him on their side in the final war, despite being racist as fuck lol.
