In every Kingdom there is an Outside Force though, aside from Internal Conflict,
Drum Kingdom Arc? Wapol vs Dalton ---> BB Pirates Threat
Arabasta Kingdom Arc? Cobra vs Koza ---> Baroque Works Threat
Sky Kingdom Arc? Gan Fall vs Wyper ---> Birkans Threat
Ryugu Kingdom Arc? Neptune vs Hody ---> BM Pirates Threat
Notice how there is always an Internal Conflict, and sometimes both are Good, sometimes King is Villain, sometimes Rebel is Villain, but what's consistent? There is always an Overpowered Outsider who isn't Interested in Throne or shaping the Kingdom, but only in Looting it which is what Piracy is all about.
Same for Zou Arc or Dressrosa Arc or Wano Arc, there is always a King vs Rebel, but Beasts Pirates were the Bigger Threat,
Now entire World is this Saga's Kingdom, Imu is King and most Factions are either gonna take his Side or Fight against him, that's Main War, but We still didn't get Introduced to Crocodile or Enel or Kaidou of this Saga, Someone who is above such Conflict, Someone who can Delete both Parties if He wanted,
The moment Imu sat on that Throne and the moment He was revealed to care about participating in War, He got disqualified from being Final Villain, and it's okay if everyone disagrees, time will tell.
And in my opinion every Character shown so far will be against this FV except Cross Guild.

This Third Party was Top 1 since Chapter 1, He is just a Spectator, not Player,
I think Narrator is better candidate,
However, there is a Clue to discover who He is,

These Symbolize their Weaknesses, what They don't want to be used against them, even though their Powers Counter such things,
So FV should have stolen something from The World which He Counters but at same time can be used against him, so how do we figure out what the World is missing? We ask a Lonely Man,

So if I'm right, then in Start of Story, Luffy should have met an Isolated Old Man who fits such Role,
And Yes, We did, it was Gaimon, and what was his Treasure? Rare Animals (Hybrids) which is a concept that Oda finally brought back in this Arc/Saga,

Chapter 1200 will be Arrival of this Villain who is King of Nature, He is Kars of One Piece,
Ultimate Buccaneer.

Could Loki‘s df be the Hraesvelgr fruit? It could explain the freezing ability, flight, and bipedal silhouette that we saw. It’s like a giant eagle.
