Funnily I had Loki around Old Ray level before the flashback, but now Loki's portrayal is hard to argue against, they want to ignore it all because of an event we didn't even see that involve Oda self-insert. I genuinely can't think of an "ally" that had this type of treatment, you gotta be out of your mind to believe Loki and Yamato play the same game at this point

The main goal was to gain a warrior nation, they tried to first recruit Loki into the HKs and with him leading the giants just like they tried with Harald.

Loki refused.

That's and maybe Imu learned Loki got chained. That would explain why the first thing Shamrock & Gunko did is trying to recruit him as a HK, so Imu could control the threat with his mark.

To be fair his plan to take over the country failed and sending another Hk would have no help with that plan .
Of course after 14 years he chnage his mind and send Shamrock and gunko and then came him self .

I dont think Imu knew Loki was chained m8, nor did they know he was considered a criminal in Elbaf because their plan hinged on getting Loki as a HK and thus Elbaf. The first thing Shamrock and Gunko do is ask the guard where the dude is and it seems like they thought he would be at the castle.​
