Admirals are strong, overall on the level of Emperors, some even stronger just as some Emperors are above their powers.

However, by feats and hype, Loki is hyped to be a legit God tier or near God tier. Hell, he even has a fruit hyped almost as Nika's.
Loki is simply by far stronger than the average Emperor/Admiral.

Unless Oda does something that completely retcons this.

I think Harald realistically probably could have got Ragnir, because like Conquistador said, Xebec thought Harald could have eaten it. But I don´t see how you can get around the fact that Ragnir has to be one of the strongest characters in verse for this to even be a question. Ragnir is at least stronger then anyone Luffy beat before Kaido, which is about 1k chapters of the manga, lol.

His reason for picking Lulusia made me cringe.
Letting Sabo go seems in line with Imu's overconfidence, he could've wasted Xebec during their first meeting and save himself from some future headaches, but he's too petty.

There´s literally zero percent chance that Sanji ends up stronger then Loki at this point. Even if he did lose to Shanks 6 years ago, that would happen to any current strawhat anyway. And they all have far more embarrassing defeats at this point in the story.

Loki almost certainly has the Forest God fruit, his DF isn't gonna be some regular Mythical Zoan creature after all the hype its gotten, and the fruit has been placed on the same tier as the Nika fruit several times. This cements Loki as being relative to EoS Luffy
