Like I said, highly doubt it. But not impossible.
I don't believe Shanks is intended to be significantly above the likes of Prime WB and Roger, it's never been presented that way in the story. Nor have the other mid gens been portrayed significantly above them either. However, if Shanks does end up above that, Oda's justification would just be Shanks never showed the world his full power or some bs like that.
There have been hints where you can retroactively argue Shanks was already separated from the other top tiers, where he 0.5 shotted the dude who was half responsible for Big Mom's defeat, and then he made an Admiral twerk from miles away, then got his conqueror's compared to Joyboy's, and recently Oda stated he learned DD as a teenager when others in the crew couldn't replicate it.

This is so forced. If Oda wanted us to think ragnir > Harald he’d say that Harald failed in the past. You’re just pushing agenda.

Luffy is the MC, stop using Luffy as a crutch to save yourself. I already know Luffy will end up above Loki if he already isn't. That doesn't magically make Xebec and co above Loki despite everything in the manga stating otherwise. Capturing Loki in a vague offpanel moment that may or may not be true simply isn't enough to carry its weight any longer.

We saw IMU fall to his knees screaming like a call of duty zombie and then literally one chapter later someone said “hmmm was that haki as strong as red hair’s.”
Then we saw Imu have no reaction to a combo attack from Garp/Roger/Rocks/WB/Kaido/Big Mom.

I don't know. We see Shanks flare his Haki against Whitebeard and Aramaki and the people around him don't react as crazy as people reacted to Joyboy and Imu's Haki. Luffy and his gang honestly seemed more impressed by the Gorosei's Haki than Shanks'.
