I told people before the fight would even begin that it shouldnt be powerscaled at all compared to DR Xebec on GV because of the narrative intent behind Harald not wanting word of what happens in the throne room to get out, he literally had the chambers sealed. Makes no sense that then he would nuke his castle and display insane AOE for all the residents of Elbaf to see.

It was always going to be a muted fight.

This 100% depend on the person who is getting the buff.
