You are not getting the point. Base xebec >>> Base garling without imu amp. Hence garling became a laughting stock as even with HK amp he was a fodder.

Your base power matters of course. If xebec had gotten abys contract powers for example , he would be above DR amped version of himself.

Narratively it makes sense for HK amp to be bigger than DR amp as it is a special power imu can give to only 13 people.

I wanted to make a post about it when the spoilers released but I forgot lol. Genuine flight makes it undeniable he won't join. Oda himself said he doesn't want his protagonists to have these kind of abilites and I don't think he changed his mind.

Oda say that but as this point in time luffy can do shit that so close to flying it don't even matter .
Even if it done in a funny ways with G4 and G5 .
Still no way loki was joining even if he could not fly .

For all the prople who want Loki to join the strawhats, you understand that if his strength scales above HK Harald who as a conservative estimate is likely to be 1.5 x Stronger than his base mode (PK Level). How does Luffy who is a solid Yonko level character become stronger than Loki this arc? Furthermore, how does Zoro who is conservatively an Inbetweener keep his no.2 spot in the crew; similarly for Sanji how does he remain in the monster trio? I think its clear that Loki either becomes an ally for the final war or he downright rejects Luffy's offer. One thing's for sure - Loki is not joining the main crew.
