I play to my win condition. Theyre essentially useless to town if they're going to ensure their own win condition, which means siding with mafia when they have majority. I already went through this scenario with fuji 2 xmas mafia ago when he was going to scum side because either prof was a part of the scum team or he thought he was.

If anyone with a kill has less than stellar options then they make wise shots.

Flower and fuji can be helpful, but I dont trust on their win condition on the surface as ive never seen a group of 3 survivors.
