If you bring up a term or phrase enough times over several years, most people's brains will eventually just go, "Ehh, it is bound to happen one way or another; it is just a way of life." The administration likes to fish for sound bites to show the 33% of the electorate that they're winning or something like that. This type of interaction isn't really uncommon though. With Democrats in the minority, then they can't really do anything anyway, and the Dems seem to be more selective of which fights they'll take so far.
