I don't know every One Piece attack by name, if only because I read the English version where most translations are not literal. This would be a coincidence. Ogi is roughly "secret purpose" and the only real qualification would be why the one who names it considers it distinct.

Again, this is a real world thing and not something Oda made up. IF he made it up and they all fit this one category then you would be correct. However, in this case you are choosing to run with a loose translation and balking at an exception to the rule you made up.

Zoro's only ever used it against Surume the giant octopus in FMI & against Prometheus on the Rooftop.

This is likely the purpose of the Ogi, as we haven't seen him use it against particularly strong opponents or more importantly, other swordsman. The guy saying Rokudo is one of his strongest given those facts is smoking butt hash
