Stronger Imu buff
Mythical Devil fruit

To stop harald, Gaban and Shanks had to work together, 2 top tier and because of the imu buff it wasnt enough loki was later needed.
And in the end harald himself has to play a role overwise thing would have only got worse.

Nusjuro had everything harald had and more yet he was stopped by an egghead zoro who didnt even know he had coc.

Odas power scaling seems to be a bit all over the place at the moment. But generally Venus was very impressive in Egghead, perhaps the most impressive of the Gorosei (Topman had crazy haki feats and toughness though). Harald on the other hand was shown to be very strong throughout and of course even stronger post DR (I'm part of those who think he threw the fight vs Loki, as far as possible just standing there and letting him kill him although it takes nothing away from Loki who had to fight Harald for a while when he couldn't resist Imu).
Given how the hierarchy usually goes in One Piece Venus > Harald, like All Stars > (top) Tobi Roppo but Harald is of course a special case that should have been able to become a Gorosei (strength wise) sooner or later, I doubt Saturn or Ju Peter could hang with him.
