It's a rough tl, but on OPTC there're strong cards and just fodder character cards. So I think that's what he meant. When you spend money on an event, you get many cards, most of them are fodder and 1-2 are rare/strong cards.

I don't do powerscaling like that. But I do see Kingkonggun15 post images from time to time, so I thought it had a story mode or something. But I have zero interest in a card game.
