I wouldn’t use the magazine cover as proof that it’s gonna happen (though it’s entirely possible)
Luffy and Kizaru were on the magazine for Egghead and Saturn/the rest of the Gorosei served as the major threat for the arc
Luffy, Sanji, and Big Mom were on the WCI magazine and they clashed once before Katakuri essentially served as the main antagonist for Luffy
These patterns do exist so you aren’t completely wrong but I wouldn’t say it’s a guarantee. Not yet anyway

I’d consider Saturn/the Gorosei to be the main antagonist of Egghead
He’s behind everything including giving the order to kill Vegapunk, is the cause of Bonney/Kuma’s conflict which is arguably one of the most important parts of the arc (some would say the most important), and summoned the Gorosei in the end
Kizaru started off as the primary antagonist and took a backseat as the arc went on

The problem with this is that Saturn/gorosei came late
they lasted only like 5-10 chapters while most of it was kizaru vs luffy
my take is shanks is coming to help luffy against DR Loki but i wouldnt be suprised if zoro jumps in

Imu isn't strong enough to face luffy with gunko body
Imu doesnt have special body like Saturn in god valley to face top tier
imu cant comeout from his basement to elbaf
so the only thing imu can do here is control Loki and DR him

Well, if Sanji fans and fans in general use Chapter 1081's color spread as a hint for Sanji unlocking CoC/King's Haki in this arc, then what about Zoro right next to him, who is wearing a dragon shirt and is the only one clutching a squirrel so hard...?
Loki has two things going for him that line up with Zoro's typical opponents: a weapon user and a dragon theme. Killingham does as well, who I think is Zoro's main arc opponent, but if Loki does get Reversi'd, expect the dragon slayer Zoro to at least get a crack at him.
