it seems to me that all One Piece characters have been introduced

Considering the final war at Mary Geoise (all the factions of the World Government have been shown) , Laugh Tale and Lodestar (These two islands are normally uninhabited), have we seen all the characters in One Piece so far, or are there still characters left to appear in the future of the story?

It seems to me that all the lieutenants of the Revolutionary Army have already been introduced, I think the Holy Knights of the present are the same as those present at God Valley, Otherwise, there would have been no reason to make them children at God Valley
Agreed for the rest, more marine and secondary citizens are mandatory

Yes for the secondary characters, but I don’t have the impression that new first rate or second rate characters will see the light of day

Revolutionary army is a global army, We've met the executives in charge of maintaining the armies, yes but not the soldiers taking part in the wars around the world. Whitebeard had 50 named captains who were allies. The Revs will for sure have characters coming out who simply arent part of the formal structure but allies of Dragon in support of him.

HK arent the only thing to CD and even then we don't know the full scope of the HK, as we know Killingham wasnt a HK before, more regular CDs as well, think of the number of characters who live on the island the strawhats visit but arent powerful fighters. Its a lot. Potentially retired HKs as well coming back.

I agree that the concept hasn’t been developed enough, but I believe they were supposed to intervene starting from Egghead, and were replaced in the story by the CP0
