Why not just the two special devil fruits? Xebecs knowledge feels like it's just a plot device where he pretty much knows everything, and if he's only betting on the DF's, I think it's a reasonable assumption that Imcel made himself immune to Haki somehow.

The strongest character who attacked Imu in that moment, Xebec, would get easily rolled like a joint by Loki bro. Imu is in contention with God Tiers like Woki, John Elbaph (the OG Nidhogg), OG Nika, Davy Jones, etc.
