I could be wrong, but it felt like he framed it as though it's super sad that Vegapunk died and that Kizaru doesn't deserve this type of pain, which would be fine but Kizaru aids the CDs in their activities of mass raping, kidnapping, and killing people on the daily. So why am I meant to feel any type of sadness towards him when someone he loves is killed? He never considered the feelings of the people who get tortured by the same CDs he protects

He is definitely a tragic character, that much was portrayed
His position demands the protection of CDs, yet also keeps the average pirate scum at bay
As a man he is simple, warm and loving, that’s Borsalino. Borsalino tried everything he can to save Bonney and Vegapunk, which is why he fed Luffy. Basically, he is too gentle and weak in spirit to try to change the system so he simply exists within it as a “cog in the machine”. That is a different mentality to a mad dog like Akainu.
However when shit hits the fan, like Kuma punching Saturn, the walking nuke of a human weapon executes without hesitation, which is why he was going to dice up Kuma and Bonney when earlier he very clearly betrayed the government in order to save them
