Oda really ruined powerscaling this arc:
Even giving HK regen this arc, barely distinguishing them from the Gorosei
Making ACOC the solution to fighting them, so only really Luffy and Zoro can fight them, with Sanji maybe joining the list
Having Jinbei be completely negged by Gunko, no cope even available. Same Jinbei who fought Bm and Sakazuki
Having Xebec kill an admiral, but completely off screening it and not even giving a short fight, so we don't really even know how to scale with it
Not having a proper 1v1 with Xebec and any relevant characters but Harald, so we don't know how much stronger he was in base to Roger/Garp etc
Introducing DR, literally breaking the plot, since there isn't really any reason Imu couldn't have had the entire GV 6 kill eachother, which would have pretty much ended the entire story of OP(and btw, he can use this to ruin plots people really wanted to see like Luffy vs Sakazuki or Zoro vs Mihawk)
Having Imu be completely unharmed from the GV6, pretty obviously confirming you need a special fruit to do it, making the entire race for the OP pointless, since Luffy pretty much won on chapter 1.

It’s not about surpassing. I don’t think anyone would classify Usopp as “surpassing” Franky back in Thriller Bark when he beat Perona.

Plus Gunkos a stronger fighter than Killingham anyways.

After he "beat" persona, she was completely fine until she got sent away by Kuma.

This arc, Killingham will literally kill everyone unless.....
