No. Everything has a natural life span. There's always a growth phase, a peak, and then a come-down. After that, the best you can hope for is a sustained and healthy base depending on the the nature of the thing in question. We see this pattern play out in things like live service games and Youtube channels among others.
One Piece got kind of a big hype boost/renaissance in western spheres from about the mid 2010s, and Covid especially gave another boost. The franchise is just normalizing to a sustainable buzz after all of that. So smaller than those eras but it's still too big and too ingrained in the cultural zeitgeist to truly fail barring extreme circumstances.
Worstgen and other discussion places are a reflection of the overall popularity of the franchise. Their popularity will always be in proportion to OP itself. Of course, WG itself may have its own circumstances I'm not aware of, but they are probably minor factors in comparison to the main one. I think the activity level is fine for healthy/moderate internet users. You may be disappointed if you want it to return to 2020-level activity, though. There's a chance it hits that again near the climax, but it obviously won't be permanent. Enjoy and be satisfied with what you have IMO.
