If Zoro fans were smart they would vote for Sanji, making Zoro drop to 3rd place. Oda would be super motivated to make Zoro show out in the manga, he would panic, it would be a dead giveaway that he's not doing enough.

I’ve always held the belief that Odas incessant Luffy wank is why Kidd and Law fell short as rivals to Luffy. To make a good rival, you have to be ok with letting the rival character look as good or even better than the MC sometimes. Oda will never allow that and that’s why his “rivals” fall short.
He wants fans to view Kidd and Law as Luffys rivals, but he won’t actually go as far as letting them actually shine anywhere near as much as him. (Laws popularity in the beginning of timeskip probably gave Oda quite the scare. You knew he would have to put Law in his place at some point lmao).

He knows Zoro is pulling off the greater feat, he is obliged to give Zoro this feat but he does not want to give it its due respect, due to the fear that it might overshadow Luffy if even for just a moment.
His writing doesn't lie, he is insecure af. He actively sabotages Zoro when it comes to portrayal so he doesn't overlap with Luffy. He's not letting the audience decide what is more impressive, he is manipulating his audience to favour one character over the other.

Since the first WT100 poll voting concluded at the end of February 2021, it occurred before Chapters 1009 and 1010, which were the peak of Zoro's Rooftop moments: blocking Kaido & Big Meme's combined attack, scarring Kaido with Ashura, and confirming CoC. Chapters 1009 and 1010 were released between late March and early April.
