Why did Oda spend so much time hyping it up only for it to be a non entity in the story

Xebec couldnt free himself from it and was begging Roger and Garp to kill him, but Worry and Wroggy just kind of did lol.

Then there is the fact that we must ask ourselves what exactly consitutes ''Killing someone'' when your enemy can regen and like the chapter or two prior Dorry and Broggy cleaved each other in half but apparently that didnt count.

Well, considering someone has to die before it can be dispelled and even someone like Xebec was helpless to resist it, I would say as a short-term ability, it's pretty damn powerful.

And as I said earlier, the trio of Gunko, Sommers and Killingham are stupid assholes who thought they are invincible and nothing could stop them. People like them *aren't* skilled strategists or planners.
Again, "death" isn't simple when they have regen for a reason.
And we know they're cocky, arrogant people. That doesn't mean the plans they make can't at least get off the ground a little before they're shot down.
Every villain is destined to lose, that's how these stories are written, so the least Oda could've done is had these villains be actual threats for a little longer. But he doesn't like to do that anymore, so, whatever.

It’s so confusing why Oda would go in this direction—that takes away the most from the tension in the story. Like the ability is now ass going forward, there’s zero reason to fear it as readers or even find it cool
 
Overexaggerating or not, my complaints are valid. Oda has no idea how to write a story, there hasn't been any real tension or consistency for basically a decade now. Wano was the warning shot.
It isn't, because I don't know long you've actually read OP, but remember the thousands of people killed by Enel's Deathpiea? Oh wait, everyone survived. Or how about Aqua Laguna was going to nearly wipe out Water 7? Wait, no, people were fine. Oh, wait how about the people cut to bits by the Birdcage? Oh wait, no, people were fine, too.

Whether you like it or not, this has been a long-standing writing style of Oda. Obviously people are going to be fine and our heroes aren't ever going to seriously die from a foe. If that's a problem for you, so be it, but don't bullshit me and say it's recent.
