We saw Kuzan fighting Garp clearly after his prime and while he was buying time and surrounded by other enemy combatants. The idea that Kuzan would be equal to Garp at the same age without his DF is an argument for the sake of agenda.
Of course he's top tier as an unarmed combatant but the reason YOU might have assumed otherwise is because that's really not relevant to much of the story. I don't think we'll ever see him actually use that skill to win because his ice is more practical.
Getting back to Aramaki, this example fails if you're trying to make an assumption about his sword skills without him drawing his sword with a comparison to Kuzan using his fists.
